The reason, in my opinion, that the bureaucrats did not consider dropping the cost of the permits, is that they (it is widely "suspected"), personally skim their "personal share" off the top. They are striving to retain this "perk" and put the cost reduction to "jump start" the travel/tourism sector on the backs of their own countrymen. Disgraceful, but sadly, typical.
